Dawlaty works with local and international feminist groups to advocate for transitional justice mechanisms that are inclusive, gender-sensitive & victim-centered, which meaningfully engage with marginalized groups as key actors in decision making processes. As part of a holistic approach to achieve gender-sensitive justice, Dawlaty also works with women-led organizations on the ground to address structural obstacles against women’s human rights, to enable women to actively participate in their communities.

ESSENTIAL JOB DUTIES / SCOPE OF WORK: (Essential functions, job description,)

Job Purpose: The Field Program Officer will play a critical role in strengthening the capacity and effectiveness of Civil Society Organizations (CSOs) in Syria, focusing on youth, women, and people with disabilities (PWD). Through promoting community-driven initiatives, fostering collaboration, and building resilient networks, the Project Officer will advocate for the inclusion of vulnerable groups across various levels.

Key Duties and Responsibilities  Project Implementation and Development:
• Develop and implement monthly activity plans in coordination with the Dawlaty team.
• Lead the implementation and development of the project, coordinating with the Senior program officer .
• Monitor project implementation, including work plans, milestones, and budget.
• Ensure regular narrative and financial reports are prepared.
• Collaborate with the MEAL department to monitor project activities and outcomes.
• Manage relationships with consultants and external experts.
• Ensure daily attendance and lead office activities.

Advocacy & Representation
Lead online advocacy campaigns, coordinating with designers to ensure high-quality content.
Build and maintain strategic partnerships with local CSOs, community organizations, and stakeholders.
Represent Dawlaty at regional meetings, conferences, and events.
Reporting & Communication
Provide regular security updates to the Senior program officer.
Submit monthly activity reports and plans for the upcoming period.
Coordinate communication of project outputs and outcomes with donors, beneficiaries, and partners.

Qualifications (Requirements):
• Bachelor’s degree in Social Sciences, Law, Project Management, or a related field.
• 3-5 years of experience in project management or capacity building, preferably within CSOs.
• Strong understanding of the Syrian context and challenges faced by CSOs especially NW region .
• Proficiency in Arabic and English with strong communication and reporting skills.
• Demonstrated ability to build and maintain strategic partnerships.
• Cultural competence and experience working with diverse communities.

Skills and Competencies:
• Excellent organizational, communication, and interpersonal skills.
• Ability to manage multiple tasks and meet deadlines.
• Strong administrative and planning skills with flexibility to work outside regular hours if necessary.
• Ability to work independently and as part of a diverse team.
• Experience working with donor organizations.
• Experience in writing monthly reports, quarterly reports and activity reports.
