Advocacy Paper: Strengthening Women’s Political Participation in Syria

This paper is the outcome of a roundtable discussion held in Damascus in August 2025, bringing together a distinguished group of activists and civil society representatives from various regions across Syria. The discussion aimed to examine the current state of women’s political participation, identify the challenges that hinder their access to decision-making positions, and explore ways to strengthen their role in public life during the current period.

The paper draws on in-depth discussions and an exchange of experiences, perspectives, and insights among participants. It is also informed by an analysis of the political, economic, social, and legal challenges affecting women’s participation in public affairs. The dialogue focused on the relationship between economic empowerment and political participation, as well as the structural and cultural barriers that limit women’s presence in leadership positions and policymaking processes.

This paper presents a set of practical recommendations directed at state institutions, civil society organizations, political and media actors, and international partners. These recommendations aim to strengthen the enabling environment for women’s political participation and ensure their meaningful representation in decision-making processes, as well as in peacebuilding, justice, and sustainable development efforts in Syria.

The paper seeks to contribute to enriching public dialogue on women’s political participation and to provide an advocacy framework that can support ongoing efforts toward more inclusive and equitable participation. It is grounded in the conviction that women’s political empowerment constitutes a fundamental pillar for building a more democratic, stable, and cohesive society.
